This instance is currently being targeted by spammers who seem to be getting past anubis (suspected human click workers or perhaps realistic agentic browsers)

Disabling registration for now, will reopen in a few days (probably with a list of blocked email domains)
This overrides app.ini
Preliminary preparations to allow registration again.

We are going to leave it disabled for a few days. Hopefully this will convince spammers to stop visiting the site. If it doesn't, this should keep them out.
Also removed one that was erroneous.
